A reskill (1SP) can be obtained from a Star's Skill Box. This is around 205G 200G.
The Star's Skill Box Contains:
Skill Reinitialization (1SP) - This is most of the time
+1 Infinite SP Power Card - Very Rare
In the Cash Shop, the Reskill (1SP) is 9 G Coin.
For a full reset (all of your skill points) this item can be found in the Cash Shop ONLY. It is 99 G Coin and it resets all of your skill points.

Or, you can get an RB book for a character reset.
