I thought this build is so stupid at first too.... Really you won't have time to rest - so you ALWAYS must have smth to spam - and 1800 dmg is always better than nothing.

Believe me - combination of skill skill - fire bomb - skill skill - fire bomb - etc
is the one that lasts long....

if you want to continously spam skills then thats the build.
